The halal food industry is a rapidly growing business with immense potential that has yet to be fully explored. The global market for halal food is estimated to be worth USD 2.3 billion annually, with a Muslim population of approximately 1,599,500,000 in 2010, projected to increase to around 2,761,480,000 by 2050 (according to findings from the Pew Research Centre, USA). Nevertheless, the halal food industry has faced numerous challenges at both domestic and international levels, particularly with regard to the misuse of the halal label and related offences. In Malaysia, the adequacy of actions taken by authorities against product manufacturers who misuse the halal label has been called into question, as most actions taken thus far have been primarily administrative in nature. This study aims to investigate the role of JAKIM and JAIN in addressing the abuse of the halal label, in accordance with the Malaysian Halal Standard MS1500:2009 and the Malaysian Islamic Development Department's Halal Manual (JAKIM). Specifically, the study aims to analyse the implementation of administrative actions by relevant authorities with authority in halal labelling in response to instances of abuse. The findings of this study are expected to raise awareness among product manufacturers and encourage them to take greater responsibility in producing halal products for the benefit of consumers. Ultimately, the research aims to raise awareness and encourage responsible production, benefiting consumers globally. To summarize, this study addresses the misuse of the halal label in the growing global market. By analyzing the actions of JAKIM and JAIN in Malaysia, it contributes valuable insights to the scholarly field. The findings promote awareness among manufacturers and advocate for responsible halal production, ensuring the authenticity and welfare of consumers.
Abstrak
Industri makanan halal merupakan satu pasaran yang belum sepenuhnya diterokai dan ianya mempunyai potensi yang sangat baik pada masa hadapan. Ini disokong oleh pertambahan masyarakat Islam dunia yang dianggarkan berjumlah seramai 1,599,500,000 pada tahun 2010 dan dijangka meningkat sehingga 2,761,480,000 pada tahun 2050 (Berdasarkan dapatan Pusat Kajian Pew, USA) dengan nilai pasaran halal semasa dianggarkan mencecah USD 2.3 billion. Walau bagaimanapun, terdapat beberapa isu yang dibangkitkan dalam industri makanan halal samada di peringkat domestik mahupun antarabangsa terutamanya berkaitan dengan penyalahgunaan label halal dan kesalahan-kesalahan lain yang berhubung kait dengannya. Di Malaysia, persoalan yang timbul, sama ada tindakan sewajarnya dikenakan terhadap pengeluar produk yang menyalahgunakan label halal kerana kebanyakan tindakan yang di ambil oleh pihak yang berotoriti lebih kepada tindakan pentadbiran. Objektif kajian ini adalah untuk mengkaji peranan JAKIM dan JAIN dalam penyalahgunaan label halal berdasarkan kepada peruntukan-peruntukan dan manual halal seperti Standard Halal Malaysia MS1500:2009 dan Manual Halal Jabatan Kemajuan Islam Malaysia (JAKIM) bagi melihat pelaksanaan tindakan pentadbiran oleh pihak yang mempunyai otoriti dalam pelabelan halal. Analisis dokumen digunakan untuk menghasilkan dapatan, dan hasil dapatan ini diharapkan dapat mendidik pengeluar produk agar lebih bertanggungjawab dalam mengeluarkan produk halal bagi kemaslahatan pengguna.
